What can cause slow package compilation in ODA?

at Hello!

I'm struggling with my database installed on an ODA X9-2-HA, on ORACLE 19.12.0.0.0.

I'm compiling invalid objects, it recompiles quickly when i'm connected with sqldeveloper, when doing in in sqlplus. it takes a long time for only one object.

Other DBs on the same oracle home don't have the same problem. The database' production clone doesn't either.

What can be the causes for compilation performance issue, what can i investigate? I looked into https://support.oracle.com/epmos/faces/DocContentDisplay?_afrLoop=205847312592687&id=1369860.1&_afrWindowMode=0&_adf.ctrl-state=5tsnwz9lt_268

but it didn't solve the problem.
