Within Oracle Cloud HCM, are there any issues accessing performance documents?

Under Oracle Cloud HCM, we can view employees from 2021 - 2023. However, we have a partner who is not able to search a handful of those employees with identical access. This raises an issue for production and for the UAT environment. Is anyone else having this issue? If so, how did you resolve it?
