ACA - How to populate Employee Hours - Not Licensed for Time and Labor

PeopleSoft HCM PUM 45, Core HR, NA Payroll / Benefits / Ben Admin / ACA

Is there a White Paper, Implementation Guide for ACA? We have reviewed the ACA Red Paper.

We are upgrading to PUM 45 and implementing ACA. In the research of Oracle Support and Peoplebooks, We are NOT seeing instructions on how to populate employee monthly hours. There appears to be configuration if we were licensed for PeopleSoft Time and Labor; However, We are NOT licensed for Time and Labor. We are licensed for Core HR, Payroll, Benefits, Ben Admin.
