Best final patch level for Oracle database 19c

Hello all. We have Oracle 19.3 installed with 19.10 on top of it. I would like to get the database to a better version, but was reading that for longevity and support length, version 21 is not the answer and it sounds like we should just stay on v. 19 for a while, skip v. 21 and go straight to v. 23 when it is stable. I'm not a big proponent of hopping right into new versions, so am trying to figure out what the best "final" version of version 19 would be while we wait for 23 to get
