Large amount of F3411 records with H Planning Fence Rule

Have you encountered a large amount of F3411 records generated with this setup? If so, suggestions on the fix? My company does not want to change to a G Planning Fence rule in place of H.

CONDITIONS:

1) Items setup as H:999 Planning Fence

2) Forecast Consumption periods (P3460) setup - tested with weekly periods and monthly periods

3) R3483 Planning Horizon: 0 days, 12 weeks, 9 months

4) P3460 Forecast qty by week

5) Maximum Order Qty set by item (below the weekly forecast qty).


And, does Forecast consumption logic occur at SO entry or SO shipping?
