Has anyone had the problem where PS PO receipt unit of measure does not convert in PS inventory?

PeopleSoft SCM Purchasing and Inventory 9.20.042

We have an item that has 2 units of measure, in and rl, the conversion rate is 1 roll = 180 inches a purchase order was dispatched using the rl unit of measure, receipt created for 17 rls, inventory transaction history shows 17 inches getting put away.

We were wondering if anyone else has experienced this issue and how to fix it.
