Power User has no access to add new Custom Dashboard in ARCS

EPM Coud Account Reconciliation

Our Power User has no access to the New button when creation a new Custom dashboard in ARCS. Me as a system administrator I have this but our Power User also needs to create custom dashboards according to their needs. How to enable this button for the power user?
