Unable to select dependents during Benefits Enrollment

Hello, we are currently on PUM40/8.59 and are implementing fluid benefits enrollment.

We are using Onboarding activity guide for new hires and rehires. When employee access Benefits enrollment through Onboarding and tries to add a new dependent on any plan type, dependents are saved, however they are not available selection . I have attached a document with the scenario.

If I access Benefits enrollment through Life Events/Open Enrollment employee is able to add and select dependents.

Is there any additional configuration or approval process associated around the process during onboarding? Any insights would be greatly appreciated
