Found missing cost element after Update Standard Cost

Oracle Product :

RDBMS : 19.0.0.0.0

Oracle Applications : 12.2.9


Problem:

1) I have an item A, after performed a rolled up under "Pending" Cost Type, there are two identical Resource Cost Element with the same cost found.

2) Run Standard Cost Update to turn "Pending" to "Frozen" of this item. Completed successful, but found only one Resource Cost Element found in "Frozen" cost type instead of two.

Please help and advise the root cause ? Thanks
