Victoria - Invalid Database Connection Error when Processing Payroll

There is a client who upgraded their OS (Sorry Don't Know A Lot Of Details), they are on the AS400 and running Vertex 4.4.9. They didn't test payroll and now they are live and payroll is producing the Invalid Database Connection Error. Sales and Use Taxes are working just fine in PD.

They have opened a ticket with Oracle and were advised they need to downgrade their OS. Victoria, is there anything you can think of that would allow the client to process payroll on what they upgraded too?
