After a DB only refresh, my Test environment throwing APP-FND-01926 and No Data found when launching

I refreshed the DB tier of our environment, applied all of the archive logs, etc. DB is up and running just fine but when I launch the apps I'm getting APP-FND-01926 when launching a java form, web forms seem to be working just fine. If I click thru the error, the next error is no data found.

I did run adautocfg,sh on the APPS and DB tier but no good. Also in the Hosts section of the applications dashboard there is nothing in the Host or Domain info. See attachments.

What did I miss????
