Can we send email notifications to employees that make changes during open enrollment?

We only would like to send email notifications to employees that actively made a change during open enrollment. Employees with a submitted statement would be the group that we would like to receive an email notification. However, on the Submitted Statement configuration option to display online, but not for an email notification like the confirmation statement does. We do not want to send an email notification to all benefit eligible employees if they did not make a change during OE. Is there a way to only send email notifications to employees that made changes during OE?
