Fluid Management Position - Add New Position Number Can't Save Changes

We are implementing fluid position managment. When users try to add a new position number, some roleusers get a message stating "Your changes were not saved to the database. Contact your administrator to process the changes" while other role users do not. The custom PLs have been verified and are set exactly the same for these roles.

We tried the solution provided in this document: Changes Are Not Saved When Creating, Modifying, or Cloning a Postion Using Fluid Position Management (Doc ID 2702676.1). This did not resolve the issue.

Has anyone else experienced this issue? Can anyone provide some help resolving this issue?
