How to configure defaults for Benefits ( Configured as a Rate Table)?

We have configured Pension rates by Grades(options) using Rate Table method in Benefit configuration wizard.
Post that can anyone advise on how to set the defaults for this in defaults form? We want the pension rates to be applied for AllJobCodes and AllUnionCode, there is no grade to Job mapping.
We want the rates defined by Grades to be applied for all the job codes. But the Default allows only one Grade to be selected for "AllJobCodes".
