How can we stop Leave requests being created for Record Type 3 time entry?

JDE E1 HCM, 9.2

Leave Requests are being created for Time Entry with Record Type 3-Recharge only. These Leave requests remain in the system with a value of Approved. Is there a way to turn this off?
