What is the page and/or navigation to create/setup an additional Benefits Plan Type in PeopleSoft

I am trying to setup a new Benefits Plan under a new Plan Type (using 3Y for example for a Voluntary Short Term Disability Buy Up.). I am not finding a page where I can access the available plan types. Can anyone direct me?
