How to access the file of Switzerland Postal Codes for upload into PeopleSoft.

Employees in Switzerland are unable to update their addresses via self service due to no Postal Codes in PeopleSoft. We have followed the link provided in PeopleBooks and are unable to find the files for uploading. Where do we obtain the file(s) that need to be uploaded into PeopleSoft?
