Pending Cycle Count message when turning on Cycle Count Approval

Oracle R12 Inventory module.

We want to start Cycle Count Approval Process and Workflow but when we attempt to turn on INVN_ADJ_APPROVAL_REQUIRED we get "There are Pending Cycle Count Approvals in the organization. Please complete them before updating the workflow setup."

Question: Is this message generated for Cycle Count Entries in status 2 (Pending Approval) only or does it consider status 1 (Uncounted), 3 (Recount) and 4 (Rejected) as well?

Just need to know what needs cleaned up for us to proceed.
