SSL TNS-12560: TNS:protocol adapter error

Hello,

I installed a new oracle 19c server on windows 2019 for an SSL test but I have the TNS-12560 error.

I attached the sqlnet.ora, listener.ora , tnsnames.ora and the tnsping trace.

The tnsping for an sid on 1521 port is working correctly.

The certificate is valid.
