Xcenter - MNT's taking longer then the 15 min cycle to consume

Looks like we may be having an MNT processing issue with XCenter consuming files.  

Our understanding is that the data loader runs every 15 minutes or checks every 15 minutes if there are files available to consume. but in our case often we have seen that even though there are files present in the folders to consume it takes a break for 2-3 hrs before processing it.

e.g.

From the dataloader log file, it shows that dataloader ran at 9:00 AM and didn't run again until 11:45.  We had 2 MNT files created (with time stamp of Order: #1 @ 10:46 AM & Order: #2 @ 9:46 AM).  The create date in XAdmin and archive folder time stamp are 11:45 AM. There is a gap of 2 hrs 45 min when there were files available for consumption.
