Multitenant - Preplugin backups not imported into CDB after non-CDB plugin

I'm testing migration to multitenant architecture by plugging in an existing non-CDB Oracle 19 EE database into a new Oracle 19 EE CDB. In initial testing (using 19.16) the preplugin feature worked well - I could see and use non-CDB backups after plugging into the CDB.

In later testing (using 19.18, 19.20) I cannot seem to access the preplugin backups. A full backup of the non-CDB is made. DBMS_PDB.ExportRMANBackup is then executed in the non-CDB prior to plugin (I can see this adds records to the SYS.RPP$X$KC* tables).

After the non-CDB is plugged in, with RMAN connected to the CDB, attempts to access the preplugin backups result in RMAN-07550:
