Patch 35643107: DATABASE RELEASE UPDATE 19.21.0.0.0 AIX Power 7.3

Anyone that successfully applied the 19.21 database patch on AIX?

We tried to apply it on top of the base release 19.3 but it did not work.

It seem that some files are missing, see below.

patch apply gives:

Patch 35643107: 

Copy Action: Source File "/export/home/seipewe/oracle_software/Oracle_19_AIX/19.21/35643107/files/md/admin/prvttune.plb" does not exists or is not readable 

'oracle.sdo.locator, 19.0.0.0.0': Cannot copy file from 'prvttune.plb' to '/opt/oracle/product/1921/md/admin/prvttune.plb' 

Copy Action: Source File "/export/home/seipewe/oracle_software/Oracle_19_AIX/19.21/35643107/files/md/admin/sdoutlh.sql" does not exists or is not readable
