What cost is should be used in PPV calculation: Material Cost or total Item Standard Cost?

In Oracle Purchasing, what cost is should be used in PPV calculation: Material Cost or total Item Standard Cost?


All of the documentation indicates that it should be total Item Standard Cost, but the actual results in the system indicate that only Material Cost sub-element is used.
