Lines Mass Update Issue: Ship To LOV does not restrict to ship to locations of the customer on sales

We are trying to mass update sales order lines on a given sales order. We query the sales order, go to lines and try to mass update the ship to location. However, the drop down shows ship to locations of all customers. The expectation is to see the ship to locations belonging to the customer on the sales order. Is there a way to restrict this?
