Is there an API to add taxing authorities?

We have people that work in multiple locations (different state, county or city) every pay period. They are required to pay different taxes for the time they work in each location. Using the Tax Rules additional taxing locations (state, county, city) can be added with percentages.

Is there an API that we can use to upload this information from another system?
