Unable to send Interco Transfer purchase order through Reapproval

JDEdwards Tools release 9.2 6.2

We have an issue where changes to approved transfer orders are not passing through reapproval. When we call the P4310 version directly, it correctly puts the purchase order on hold after changing a critical field. However, when the version is called via a transfer order from P4210, any change to the same critical fields in the sales order (example order quantity) doesn't put the purchase order back through reapproval. Is this a bug? Does anyone else have the same issue?
