Transaction codes not showing LOV in Bank Stmt transaction creation rules

The transaction codes have been setup, now I need to create bank statement transaction creation rules so I can assign them to the banks. The transaction codes are not showing up in the LOV of bank statement transaction creation rules. The data access is already added to the role.
