How to enable ECC as part of EBS upgrade from R12.1.3 to R12.2.12

We are planning to upgrade EBS R12.1.3 to R12.2.12 . So my question is, do I need to install separate 12c Weblogic instance then integrate with R12.2.12? so in this there will be 2 Weblogic servers correct? 1) EBS 11g and 2) ECC 12c Weblogic? Please advice . Thanks
