"Recalculate Actual Units and Cost when duration % complete changes" & Expenses

Primavera P6 Professional 22 SQLite Release: 22.12.10.48254

Is the "Recalculate Actual Units and Cost when duration % complete changes" setting supposed to affect Actual Expense Costs/Units as well as Resources? Frankly, I never check this but now have a DoD schedule specification requiring it. Resource actuals are changing with DURPC% but not Expense actuals.
