Attempting to install Perl 5.36 patch 34831198 to agent home.

MSWin 2016

opatch apply returns:

Verifying environment and performing prerequisite checks...

UtilSession failed: Patch 34831198 requires component(s) that are not installed in OracleHome. Or don't have required patch level. These not-installed components are oracle.perlint:5.32.0.0.1:patchlevel-(or higher),
