How to deliver PO transactions with split quantity

Database 19c (19.18.0.0.0)

During processing a PO transaction which is coming from LCM module, we face below error:

Error: The QUANTITY specified is invalid. The value specified (4) does not match the expected value (60)

Error message is clear that PO line quantity is 60 but user is processing 4 it may happen because users wants to distribute quantities in different sub inventories and locators.

Recently we have implemented integration with another 3rd party software for which we made setup change (Standard Receipt to Direct Delivery) after which user is unable to process split quantity (to process transactions from integrated software, we are using receiving interface table). From front-end as well it cannot be processed.
