How we can tune the process of loading segment after executing a campaign in Siebel?

Before describing our problem please consider that the version of our Siebel is 21.7 and the version of DB is 19.4.Our problem is described as below.

We create our segments using oracle OBIEE or OAS which contain 200 000 records of data.Then with Siebel GUI (Marketing URL)we load a campaign to fetch the segment from oracle OBIEE and after that a file containing the 200 000 record will be generated in mount path of our Siebel servers.TPS of the process of loading campaign is slow and also not stable , sometimes begins with 200 TPS and sometimes goes to 5-10 or even 1 TPS .This Campaign took 1 hour and 20 minutes to execute.You can see more details in the following picture.
