UI records are deleted but in DB still showing the data

Product: Siebel 22.3

Db version: 19c

Issue: We are having an issue in Prod environment. Users are deleting the records in UI, when they don't want required, but that data still showing in Db level. due to this, we are having issues in reports level. as report data will get from Db level. could you please help me on this what is disconnect here.
