WMS Rule restrictions for Operation Plan Selection

Oracle R12.2.5

I've created 2 different Operation Inbound plans for Inspection. I created also 2 different WMS Rules to select the correct Inbound Plan.

First WMS Rule has a weight of 200 and 1 Restriction.

Second WMS rule has a weight of 100 and No Restrictions.

For the first WMS Rule I have 1 restriction which will check for the Item - Item Identifier with an expression of all 3 Item Categories have a value. If no, it should select this Inbound Plan. Otherwise it should take Inbound plan 2 with a different inspection station.

Somehow it's always selecting Inbound Inspection plan 2. It seems that the Item object with Item Identifier can't be used, because I have no move order line. When I run the query, it is selecting the Item ID correctly, so it should work. I have used this functionality also for other WMS Rules for Putaway.
