What is the intended future use of the Tagout Required flag?

We are transitioning from SAP to Oracle EBS 12.2.10. While reviewing the eAM User's Guide, I found the following statement.

Tagout Required: Indicates that the asset needs to be secured before carrying out the work order, usually for safety reasons. Tags are generally printed and placed on an asset, warning workers that the asset is shutdown and should not be started. This field is intended for future use in eAM.

What is the intended future use of the Tagout Required flag, and how far distant will it be realized.
