How does Create Consumption Advices select the BPA when several exist.

Oracle Applications : 12.2.4

We have two BPA's for the same supplier, the old and new.

In the ASL only the new one is referenced.

CA's were created on the new one, no issue

Then suddenly YET the CA's got created on the BPA that is NOT referenced in the ASL.

After two weeks is changed back and used the newer BPA again.

As far as I know no other setups were changed by anybody.

So what is governing the choice of BPA of the Create Releases Program?
