Expenditure Inquiry does not return results when new responsibility created

We in 12.2.10 Oracle release.

1. Created new responsibility ie "XXX Grants Inquiry CIP" and assigned menu: GMS_SUPERUSER_GUI
2. Assign new responsibility to my user account.
3. Go to new responsibility - Expenditures - Expenditure Inquiry - Actuals Enter Project - E020XX in project_number field I get error ie FRM-40212 Invalid value for field PROJECT_NUMBER

do I need to run any programs, any security that needs assigned?

any pointers, pls advise..
