No Running application message in the html user session

Hello Folks,

We had some high CPU utilization issues on the web html server of JDE 9.2.7.3.

Java process used to take more CPU process during our morning hours. CPU utilization used to stuck at 100 or 200% of utilization when no users on JVM as well. after the restart it used to fix. While troubleshooting we found one more strange issue is in user session of html we could see No Running application message for the few user IDs

Also I am adding the class path and arguments values from Weblogic , Could you please validate and confirm on that as well or it needs any modification.
