Generate Delinquency Fees

JDE E1 version 9.2

I have spent way too many hours on this. I need to generate delinquency fees. I was excited to find the documentation that had troubleshooting tips and went through every single one. Some were helpful and I thought would solve the problem, but nothing worked. I still have no records in the F03B22. The only tip left is to look at the F03B11. What am I looking for?

The R03B525_XJDE0003 runs successfully but does not kick off the R03B22. I thought it might be because we are converting the data from World to E1, but I manually created some invoices, and they will not generate either.
