CRS-2674: Start of 'ora.uat.db' on 'ebs-ascp-db2-prod' failed

We have an Oracle ERP application (EBS R12.2) with a RAC version 12C database (2 nodes), we cannot start the database, ? and the error message below appears in both nodes

OS : AIX 7.2

[ebs-ascp-db2-Prod:/home/oracle]$ srvctl start instance -d UAT -i UAT2

PRCR-1013 : Failed to start resource ora.uat.db

PRCR-1064 : Failed to start resource ora.uat.db on node ebs-ascp-db2-prod

CRS-5017: The resource action "ora.uat.db start" encountered the following error:

ORA-16038: log 1 sequence# 2424 cannot be archived

ORA-19809: limit exceeded for recovery files

ORA-00312: online log 1 thread 1: '+FRA/UAT/ONLINELOG/group_1.396.1090278865'

ORA-00312: online log 1 thread 1: '+FRA/UAT/ONLINELOG/group_1.402.1090279469'
