sql developer 23.1 mac os won't start, can't load modules

sql developer 23.1 on mac os Monterey 12.7.1 won't start suddenly. Had been running fine for years. How can this be resolved?

Beginning of error message thread:

    Warning - could not install some modules:

oracle.uic - org.netbeans.InvalidException: Netigso: /Applications/SQLDeveloper_v23_1.app/Contents/Resources/sqldeveloper/ide/lib/uic.jar: Not found bundle:oracle.uic

oracle.ide.library - org.netbeans.InvalidException: Netigso:
