Has anyone been successful in deploying Fluid Personal Data?

We have recently applied PUM 46/47/Tax Update 23b/Tax Update 23C and upgraded to PTools 8.60.09 in our Development and Test environments and have not been successful with the deployment of Fluid Personal Data. When using the add a person we are unable to successfully add them, if you click on the summary circle at the top of the page it says a required field is missing however there is no indication what the required field is. When using the create an employee tile we are able to get a personal data record with an employee id associated with it however
