Projects Billing and revenue budgets

We are on 12.2.5. Currently we mostly have Cost/Event projects and we create Cost budgets and Revenue budgets, then we bill. We can create events and generate invoices in AR. Is it possible to not create revenue budgets and still bill out of AR directly?
