Compensation Cycle Build Process

PeopleSoft HCM 9.2 PUM45

We are building compensation plan cycles (WCS_ECMBUILD) and are seeing employee's future dated salary data in the plan when opened. We have a firm requirement that the salary data is frozen <= the effective date in which the plan is built and open. How do we resolve this issue?
