Oracle Forms Personalization: How to disable field based on another field?

EBS version 12.2.10 I'm trying to personalize the Payables holds form so that when a particular hold name is chosen from the dropdown, the hold reason field can be updated by the user, otherwise it shouldn't be enterable. Here are some screenshots of the definition I have that isn't working. It's remaining enterable. Not sure what I am doing wrong and could use some guidance.
