Created New Tax Rate and its not calculating Tax at Invoice

Created New Tax Rate and when i selected the Tax code under Tax classification code at Invoice line level it's not calculating tax, when we provide all the details and select the new created Tax at Tax detail form it is calculating tax.

This Tax is not setup as default tax at Taxes or Status Level.

We also have a existing other Tax Rate which is setup as default is working perfect and calculating Tax when we select at Tax classification Code on Invoice line level.

I want to have the same functionality for the all new created Tax Rates without setting up as default.
