Defaulting Ben Rcd on Job Data for POI/CWR

Has anyone put a customization in to default benefit records for POI/CWR instances to a random number (like 99)?

We are having an issue with HR admin not changing the benefit record when they should. When a new instance is added, it defaults to 0, when it shouldn't and they aren't changing the ben rcd to 1.

For example:

Empl Rcd 0 - Employee - Ben Rcd 0

Empl Rcd 1 - POI - Defaults to Ben Rcd 0
