Enrollment - Swap overriding reserves and allowing time conflicts

We are seeing some issues with the swap feature in Campus Solutions that we have not had issues with previously. Students seem to be able to swap into other courses/sections and are somehow getting around the reserve capacity on the course.

We are also seeing time conflicts being allowed as well.

We did recently move away from the "drop if enrolled" feature for swap but we the regular swap had worked fine for us in the past. I did find some older posts on here but there seemed to be no resolution.

We are on Campus Solutions 9.2 with tools to 8.57. Any thoughts would be appreciated!
