PS 9.2 W4 Federal form

The W4 provided in Peoplesoft (Tax Withholding option) has a paragraph under (4c) and the words Not Applicable (Highlighted below).

This is not part of the W4 as provided by the IRS. https://www.irs.gov/pub/irs-pdf/fw4.pdf

Employees are allowed to claim exempt and indicate so by writing Exempt under 4(c). (Directions for W4 below). Having Not Applicable in this area can be confusing.

Is this modification to W4 form provided by Peoplesoft?
