Installing Oracle Forms builder 12.2.1.3.0 on windows 11 gives java errors

I'm attempting to install oracle forms and reports 12.2.1.3.0 on a new windows 11 machine. When running setup_fmw_12.2.1.3.0_fr_win64.exe, it gets to the copy files step and about half way though it crashes with the following displaying on the console in the background

Preparing to launch the Oracle Universal Installer from C:\Users\TWSLA\AppData\Local\Temp\OraInstall2023-11-16_03-21-50PM

Log: C:\Users\TWSLA\AppData\Local\Temp\OraInstall2023-11-16_03-21-50PM\install2023-11-16_03-21-50PM.log

Dll to load is C:\Users\TWSLA\AppData\Local\Temp\OraInstall2023-11-16_03-21-50PM\Win64RunProcesses.dll
